Police served fresh arrest warrants on Thursday on four men for swindling a farmer out of about 36 million yen on the pretext of a guarantee fee for finance. The farmer committed suicide in April last year after leaving a note saying that the four men demanded money every day. Accused of fraud are four Tokyo unemployed men -- Shunsuke Izumi, 30, from Minato-ku; Koji Taniyama, 29, from Shibuya-ku; Noritoshi Terasu, 30, from Shinjuku-ku; and Shun Munakata, 24, from Akishima. The four men, who have been indicted in a separate fraud case, have admitted to the allegations. The Metropolitan Police Department and Niigata Prefectural Police suspect that Izumi and the three other suspects have also swindled over 30 people out of a total of more than 20 million yen. The four suspects placed advertisements for a bogus finance company in sports newspapers and magazines between December 2006 and April last year, according to police. When a 59-year-old farmer from Niigata Prefecture applied for finance, the suspects told him that he needed to pay commission and had him transfer a total of 36.4 million yen on 70 separate occasions, according to police. Investigators suspect that the farmer was actually swindled out of about 60 million yen. It is extremely rare for police to make arrests for fraud when the victim does not file a report.
