NAGOYA -- A man sacked from his job as a Nagoya Municipal Government social case worker for fondling a welfare recipient's breasts has been convicted by a court here of indecently assaulting her. But Kenji Otsuka, the 45-year-old man sacked by the local government, will avoid jail time after the Nagoya District Court suspended his 18-month prison term for four years. Nonetheless, Presiding Judge Satoshi Morishima gave Otsuka a serving. "You used your position as a case worker to learn about the woman's disability and used this to sate your desires. It was evil," Morishima said. Otsuka's position with the local government required him to evaluate the living conditions of welfare recipients and listen to any problems they brought to him. In June last year, he visited the Nagoya home of a 36-year-old woman together with his boss and he fell for the woman straight away. He also learned that she suffered from panic attacks. On the morning of Sept. 11, he visited the woman's home and promised to offer her counseling, telling her he could heal her and using the opportunity to grope her breasts.
