The government has worked out an outline of a bill that would replace the law that allows Maritime Self-Defense Force (MSDF) troops to refuel U.S. military vessels as part of efforts to support the U.S. fight against terrorism, officials said Tuesday. The outline was endorsed at a meeting of related Cabinet ministers at the Prime Minister's Official Residence on Tuesday. The government will seek approval of the plan from the ruling coalition's project team on the issue. The Cabinet ministers concerned agreed in the meeting that Japan should continue its refueling mission in the Indian Ocean after the Anti-Terrorism Special Measures Law expires on Nov. 1. Opposition parties that control the House of Councillors have declared that they will oppose the refueling mission
